Crystal House Three (CH3) is a Low Income Housing Tax Credit development in Arlington County that will meet the critical need for affordable housing for families. The community will be an infill, new construction development that will deliver four hundred and thirty-two (432) affordable units to the heart of the Crystal City neighborhood.
The site will undergo extensive improvements, including enhanced sewer and water infrastructure, which will strengthen the resilience of Crystal House and Arlington County at large. As part of the larger development plan, two new public parks will be built within the same block area. CH3 is in the urban Crystal City neighborhood, with a mixture of primarily multifamily and commercial developments. Future residents will also live less than ¼ mile from the Crystal City metro station, which is close to several bus routes and other community amenities.
CH3 will offer a mixture of studio, one-, two-, and three-bedroom apartments that will be made affordable to people earning from 30% to 60% of Area Median Income. Once complete, the development will offer free Wi-Fi for all residents and amenity areas such as a community room, multipurpose room, structured parking, on-site resident services programming, wellness room, fitness room, bike room, package lockers, onsite management offices, an outdoor courtyard with BBQs, both indoor and outdoor children’s play areas, a library/lounge, and a remote work/meeting room. Highlands Row (formerly known as CH 7+8) is a boutique townhome development with 42 back-to-back, for-sale homes. The first of its product type for housing in the County. Highlands Row townhomes will feature about 2,000 square feet of modern living with 3 bedrooms, an outdoor terrace, and two exclusive parking spaces in a shared common garage. The project will join CH3 as the second phase of the Crystal House Aprtments expansion. Beyond enhancing Arlington County’s housing supply, the land value for this project also helps to subsidize the creation of over 400+ affordable housing units in CH3.
